Scientific, Engineering and Technical Assistance (SETA) support to the DARPA Tactical Technology Office (TTO) Program Manager in meeting the program objectives for Systems Engineering and Technical Assistance

General Description of the SETA Support:

The successful professionals will provide Scientific, Engineering and Technical Assistance (SETA) support to the DARPA Tactical Technology Office (TTO) Program Manager in meeting the program objectives.  This will be an effort to develop and demonstrate an affordable system capable of detecting, localizing and responding to urban warfare threats such as Rocket Propelled Grenades (RPGs), and other anti-vehicular munitions.  The program will result in live fire on-the-move testing during this phase.

 System Engineering and Technical Assistance:

The successful candidates will provide Scientific, Engineering and Technical Assistance (SETA) for the execution of a special DARPA program.  This work will include technology evaluations, attendance at meetings, coordination with related government organizations, program planning, meeting preparation, test planning, coordination, and execution, and presentation production.  The successful candidates shall also provide inputs to the Program Manager, enabling quick response to inquiries related to the subject programs.  The successful candidates shall provide informal feedback to the Program Manager, as well as formal feedback at critical program junctures such as Milestone Reviews.  The successful candidates will assist in establishing transition partner contacts, and will work cooperatively with those contacts in setting up relevant meetings and demonstrations.

The successful candidates shall provide input to the Program Manager in meeting the objectives of her programs and in carrying out associated technical and program management responsibilities.  The successful candidates shall provide technical analyses to help define, assess, and monitor the technical aspects of the subject programs.  In particular, the successful candidates will conduct performance analyses and technical assessments of performer progress based on the task elements within the performer’s work breakdown structure in order to track program progress, technical risk, and potential program impact of failure.

The successful candidates shall provide system level analysis, system integration expertise, and have extensive background in vehicle active protection systems.  Specific expertise in radar and optical sensing, linear shaped charge and explosively formed projectile technologies, fire control systems and acoustics is required. 

 The successful candidates shall interface with and assist in coordination with other programs and other related efforts to achieve the necessary interfaces and schedules, focusing on assuring that all DARPA program requirements are met in a timely manner.  

The successful candidates shall provide the DARPA Program Manager with technical support for the maturation of new program concepts and technologies at the direction of the DARPA Program Manager and shall participate in technical reviews of concepts under consideration and provide technical evaluation and independent assessments of the new program concepts and related technologies.  The successful candidates shall prepare briefings, reports and funding/budget documents to support the development and approval of new concepts/technologies.  In addition, the successful candidates shall coordinate with potential users to formulate performance and programmatic requirements for new program concepts/technologies. 

Technical Reviews:

The successful candidates shall participate in technical reviews, milestone reviews, teleconferences, and other technical exchanges, providing analysis and reporting of program activities relative to the program.  The successful candidates shall organize and conduct technical workshops, providing subject matter expertise in the areas of radar, EO/IR sensor, and countermunition development, demonstration, integration, and cost analysis as required. 

Range Testing:

The successful candidates shall plan, coordinate and participate in live fire and simulated demonstrations as required by the program manager.  The successful candidates shall work with test ranges to develop test configurations, ordnance requirements, and detailed test plans.  The successful candidates shall participate in the development of accomplishment criteria for contractor Test Readiness Reviews.  The successful candidates shall provide interface and coordination support between the Government test range personnel and the performers.

Transition Planning and Execution:

The successful candidates shall support the Planning and execution processes.  The successful candidates shall coordinate a consolidated SOW and financial plan that incorporates test and demonstration plans so that all programmatic and transition goals are met.  The successful candidates shall assist the PM in meeting with the appropriate military departments to ensure a successful transition of the Iron Curtain system at the conclusion of this phase.

Program Administration: 

The successful candidates shall provide administrative functions for conducting all tasks associated with this statement of work.  The successful candidates shall provide inputs for the preparation of briefings, compose and process reports, host meetings and perform administrative tasks in the form of correspondence, scheduling, documents, and mailings.

The successful candidates shall review or coordinate the review of requests for public release, secure Program Manager approval, submit and track requests to DARPA’s Technical Information Office, and maintain a file of public release material.

The successful candidates shall maintain and update an Iron Curtain program security classification guide if required during the course of the program.

The successful candidates shall organize and maintain files of all critical program documents with rapid availability both to the successful candidates and the Program Manager.

Briefing, Report and Communications Preparation:

The successful candidates shall provide a capability for rapid turnaround of time critical materials.  The successful candidates shall provide the capability to prepare briefings and reports up to and including the TOP SECRET level.

The successful candidates shall prepare drafts of DIRO (Director’s Office) review briefings, TTO (Tactical Technology Office) review briefings, TTO execution review briefings, and other briefings and official documentation for internal and external use.

Program and Financial Monitoring and Control:

The successful candidates shall provide program planning and control assistance that includes: providing schedule and resource visibility to assure that contract objectives are being achieved; tracking technical and fiscal performance, schedules, and government assigned action items; and preparing DARPA program control documentation such as Program Approval Documents, program briefings, and worksheets to the ARPA Orders.  The successful candidates personnel involved in this activity shall communicate directly with managers, principal investigators, relevant government offices, and shall be familiar with military documentation specifications.

The successful candidates shall process and track progress of DARPA and external funding actions; obtain funds status (commitment, obligation, expenditures, related contract action); and monitor contractor expenditures.  The successful candidates shall provide inputs to the Program Manager in defining and implementing a financial monitoring and control process tailored to the unique needs of this program as it evolves.  The process will involve interfacing with existing internal DARPA systems, U.S. government laboratories and test facilities, other services and agencies, U.S. contractors and universities.  The process will require managing the funding of supporting government activities, budgeting for future activities, and planning for financial management in subsequent phases.

Hosting Meetings:

The successful candidates will be involved in supporting efforts to organize, logistically support and host program-related meetings, reviews, and video/teleconferences.

Compensation:

Compensation will be consistent with experience, skills, and capabilities.
