What will happen to energy-saving programs as a federal government reduces our debt?

With a moratorium on building more nuclear power plants (after the recent Japanese problems with nuclear power plants) and few coal-fired plants being built, many states and regions are heading towards a crisis for electricity production, especially considering the push to electric cars.
What do you think should happen as our nation begins to cut spending in order to preserve our energy independence progress and goals?
